Because CSAA intended to have a number of different people in different departments working on updating the Online Guide, I designed the authoring tool around a system of worksets. A workset is a group of topics assigned to one author or editor. Worksets prevent the possibility of diverging versions of topics.

A topic has to be in the author's workset before the user can change it in any way. A workset is assigned to just one author. Using OLGA, it isn't possible to make changes to a topic that is in someone else's workset.
